Update libbdsg-easy for faster PackedGraph construction - #81

Picks up vgteam/libbdsg#244, which makes growing a PackedGraph about 3x faster by no longer copying every element through sdsl's bit-packed accessors each time a PackedVector grows or widens. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
cuTest.a, and libhandlegraph/libsdsl/libdivsufsort from libbdsg-easy, are byproducts of the sonLib and libbdsg builds with no rule of their own, so make -j on a fresh clone gave up on them before those builds had run. Point each at the rule that produces it. The binary release and the docker image now build with one job per core, and `make test` passes the jobserver on to its build.
