chore(deps): use maintained @11ty/gray-matter fork instead of gray-matter

Summary

Replaces gray-matter (last released January 2019, unmaintained) with the maintained @11ty/gray-matter fork in @refinedev/cli and @refinedev/devtools-server, as proposed in #7510. This also upgrades the transitive js-yaml dependency, which has known CVEs in the old version chain (SNYK-JS-JSYAML-18313070).

Both usages (packages/cli/src/utils/announcement/index.tsx and packages/devtools-server/src/feed/get-feed.ts) call matter(string) for front-matter parsing — the fork's API is compatible (export = matter, ships its own typings) and both packages build cleanly. Verified front-matter parsing output is identical to before.
