This will allow us to take advantage of the improvements in TypeScript 7 when it becomes more stable. Also:

• Bumps the version of many dependencies.
• Adds a line to ci.yml that will keep the version of the common sub-project up to date.
• Relaxes our document selector so the server will provide intellisense features for all documents of the appropriate language regardless of URI scheme. This can be reverted if necessary.

I did not run npm run lint-fix yet so you could see the necessary changes first.
