docs(adr): accept ADR-0016; fix README release section - #79

…ction Set ADR-0016 to Accepted and update its index entry. Replace the README release summary (4 platforms, native packages, repository archive) with the current GoReleaser contract from RELEASING.md: two Linux binaries and SHA256SUMS. Found by the cross-review of #78.

Summary
docs/README.mdindex entry change; nothing else in the ADR..goreleaser.yml,RELEASING.md) isrepogen-linux-amd64,repogen-linux-arm64andSHA256SUMS. The section now states that and links toRELEASING.md. This was the low, non-blocking cross-review finding on refactor!: remove RPM generation; add govulncheck to CI (ADR-0016) #78.Docs only; no code change.
Next step for Brian
After merge, tag v0.7.0 (breaking: RPM removed, #78). The command is on the desk.
