Adds chain 420018 (QVTX ByteID Anchor, shortName qvtxa).

RPC endpoints, verified answering eth_chainId with 420018 at submission time:

• https://rpc.qvtxaeon.io/_rpc/420018 -> 0x668b2

• https://rpc.quantvestrix.io/_rpc/420018 -> 0x668b2

• chainId == networkId == 420018

• chainId, name and shortName checked against the current
  chainid.network/chains.json immediately before opening this PR; all three unused.

• No explorers field: the chain has no explorer that I can demonstrate is
  EIP-3091 compliant, and I would rather omit the field than assert it.

• No icon: none hosted on IPFS yet.

Both RPC hosts are served by the same gateway over HTTPS and are publicly reachable.
