DEV: Bump Ruby to 3.4.12 - #1145

Ruby 3.4.12 is out, and the `discourse/ruby:3.4.12-trixie-slim` base image it builds on is published. This points the base image at it. The release gathers up a run of fixes in the regexp compiler: it guards against integer overflow when a bounded repeat is expanded, rejects a compiled program too big for its offset type, fixes a double free on an oversized repetition quantifier, and plugs a parse-tree leak when a later branch of a top-level alternation fails to compile. There is no CVE; these are bugfixes.
