Coordinators need to manage all resources, including unpublished UNC listings, their tags, and which resources appear as crisis resources.

Changes:

• Add coordinator-only list, create, update, and delete endpoints for resources and tags, including publication status and display order.
• Validate resource contact details and tag IDs, return 409 tag_exists for duplicate tag names, and replace tags when tag_ids is patched.
• Audit all resource and tag mutations using safe metadata, and preserve deletion behavior for tag associations and fit-guide links.
• Add regression coverage for CRUD, authorization, validation, ordering, tag replacement, deletion cleanup, and audit records.

Validation: lint and formatting, backend and frontend type checks, 356 backend tests, 152 frontend tests, migrations and model drift checks, and the production build passed. Frontend tests ran with the normal configuration in an identical local /tmp copy because the Windows 9p workspace mount caused worker-startup timeouts. The temporary test-runner adjustment was restored.

The branch merges cleanly with the latest main.
