Hey, I just made a Pull Request!

Bumping @changesets/cli to ^2.27.4 to pick up changesets/changesets#1361, which fixes privatePackages.version: false being ignored during changeset version.

Before this fix, private packages like app and app-next were getting unnecessary patch bumps whenever a plugin they depend on was released.

I'm not sure we should have been on the v3 version to begin with given our tooling.

Upstream we're still sticking to v2, there were just a bunch of workspaces using v3. I think we should stick with what we support, until our changesets-action gets updated

Fast-forwarding this, as this is just standard tooling alignment across all the workspaces, without triggering any releases (except for @backstage-community/plugin-shortcuts)
