An event that references a file routinely reaches us before the origin can serve the file: while the sender is still committing a large upload, every media download endpoint answers 404 (or, on Synapse, waits and then answers 504 M_NOT_YET_UPLOADED). We downloaded the file while processing the event, so that race failed the whole message and it was dropped.

Remote files are now registered when their event arrives and fetched the first time somebody opens them, which is how Synapse handles remote media. Delivering the message no longer depends on the file: the name, size, type and dimensions all come from the event, and no server is contacted for a file nobody opens.

When a pending file is opened:

  • Its declared size and type are checked against the upload settings first, so a file we would reject is never downloaded. The real size is saved before the full upload filter runs, so a file that lied about its size is refused on the next open without another download.
  • Concurrent opens in one process share a single download.
  • If the origin doesn't have the media, the answer is 404. Any other failure is 502 "Failed to fetch remote media", as Synapse answers. Nothing is remembered, so the next open tries again.
  • Only the client routes fetch remote files. The federation media endpoint serves only what this server holds, so another server can't make us fetch media from a third one.

RocketChat/homeserver#410 makes that single fetch well-behaved. It asks the origin to wait for an unfinished upload (timeout_ms below our 20s transport timeout), only falls back to the legacy endpoints when the origin doesn't implement the federation one, and keeps the origin's error so a 404 can be told apart from other failures. This PR fixes the lost messages without it; those parts arrive with the next @rocket.chat/federation-sdk bump.

Issue(s)

CORE-2617

Steps to test or reproduce

With a federated room shared with a Synapse user:

  1. On Synapse, reserve a media ID without uploading anything: POST /_matrix/media/v1/create.
  2. Send an m.image event with the returned mxc:// URI. The message shows up in Rocket.Chat right away.
  3. Open the file in Rocket.Chat before uploading: after the origin gives up waiting, the answer is 502.
  4. Open it again and, while it's loading, upload the bytes: PUT /_matrix/media/v3/upload/{serverName}/{mediaId}. The file is served once the upload finishes, and later opens come from the local copy.
  5. Send an m.image pointing to a media ID that doesn't exist: opening it answers 404 straight away.

Steps 3–5 behave as described once the SDK includes RocketChat/homeserver#410. With the current SDK, the message is still delivered, but a failed fetch can take longer and missing media answers 502.

Further comments

Differences from Synapse, on purpose: Synapse retries a 504 from the origin three more times and may then back off the whole origin server. We make one request per open.

Duplicate downloads are prevented per process, like Synapse. Across instances, two simultaneous first opens can download the same file twice. A database claim would need stale-claim recovery to be safe, so it's left out of this PR.

Walkthrough

Federated media messages now register pending uploads without downloading file bytes. The bytes are fetched when the file is accessed, with concurrent requests deduplicated. File requests handle materialization failures with 404 or 503 responses.

Changes

Federation media materialization

Layer / File(s) Summary
Pending upload contracts and service implementation
packages/core-services/src/types/IUploadService.ts, packages/core-services/src/index.ts, apps/meteor/server/services/upload/service.ts
The upload service now creates incomplete upload records and completes them from downloaded buffers. Core service types expose both operations.
Lazy federation media registration and materialization
ee/packages/federation-matrix/src/services/MatrixMediaService.ts, ee/packages/federation-matrix/src/services/MatrixMediaService.spec.ts
Remote media registration stores MXC metadata without downloading. First access downloads and completes the pending upload. In-flight downloads are shared, and failed downloads can be retried.
Federation media message and download wiring
ee/packages/federation-matrix/src/helpers/*, ee/packages/federation-matrix/src/FederationMatrix.ts, packages/core-services/src/types/IFederationMatrixService.ts, apps/meteor/server/lib/media/file-upload/lib/requests.ts
Federation messages use registered upload references. File requests materialize incomplete federated uploads and return 404 or 503 on failure. Tests cover attachment construction.

Merge Risk: 🟡 Moderate · up to 0b4fd

Fix the hanging concurrency test before merging. Concurrent access across server instances can also remove a federated upload; completion should claim the pending record atomically.

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 0b4fd

Deferring media retrieval avoids losing messages when remote files are temporarily unavailable. However, permanently rejected files can trigger repeated downloads, completion failures can remove files already referenced by messages, and concurrent completion needs stronger coordination.

Retained concerns

  • Medium · security · inferred: Permanent upload-policy rejection does not terminate materialization. Remote bytes are downloaded before filtering, a filter rejection leaves the record incomplete, and the in-flight entry is cleared. Later permitted requests therefore repeat the download for a file that cannot satisfy local policy. Compared with eager processing, this exposes repeated outbound and buffering work through read requests. Same-process coalescing bounds overlapping requests for one file, not sequential retries; SDK limits remain unknown.
  • Medium · reliability · inferred: Pending-to-complete has no atomic ownership claim. Deduplication is process-local, while completion unconditionally updates the record and writes a file-ID-derived temporary path. If multiple workers or independent callers complete the same pending upload, validation, sanitization, storage writes, and cleanup can interfere. The local store opens its destination in append mode, increasing the integrity consequences of duplicate completion. Actual multi-worker exposure was not established.
  • Medium · reliability · inferred: The deferred lifecycle reuses finalization cleanup that removes the upload record on validation, read-stream, or synchronous storage failure. Registration has already returned the file ID for the message attachment, so such a failure can turn a retryable access error into a permanently missing file on later requests. Cleanup predates this PR, but its exposure changes from pre-message finalization to recovery of an already referenced pending record.
Security review details

Security Blast Radius

  • inferred — The affected assets are registered federated uploads and the serving workspace's outbound-download capacity, memory, temporary files, upload database, and configured media store. Materialization requires an existing record and uses its stored provenance; a request cannot supply an arbitrary download destination through this method. Effective requester scope depends on file-protection settings, appservice credentials, and federation resource authorization.

Security Findings and Attack Paths

  • inferred — A federated message can register media that permanently fails local upload policy. Permitted accesses then repeatedly fetch that media before encountering the same rejection. This is a request-driven resource-amplification concern, not a verified unauthorized read or SSRF finding. Remote download already existed before this PR; the changed exposure is repeatability through access requests.

Trust Boundaries and Controls

  • observed — Matrix client media routes require a registered appservice token and enforce namespace restrictions when impersonating a user. Federation media download uses authenticated-server resource authorization. These route guards are unchanged in the inspected comparison, although their successful reads can now initiate remote fetch and local completion. No new bypass of those guards was established.

Resilience and Maintainability Implications

  • inferred — Recovery must distinguish download failure, policy denial, finalization failure, and deletion. The inspected lifecycle preserves pending state for the first two, can delete it during finalization failure, and does not coordinate deletion or completion through a durable state claim. These differences affect retryability, file integrity, and cleanup guarantees.

Hardening Proposals

  • proposed — Represent retryable and terminal materialization outcomes explicitly. Apply metadata-known policy checks before fetching, bound repeated attempts, and retain enough provenance to recover from transient finalization failures without silently losing a message's file reference.
  • proposed — Use a durable completion claim with attempt-specific temporary artifacts and deletion coordination where multiple workers can serve the same upload. Establish SDK download size, timeout, and aggregate concurrency limits before relying on request-triggered retrieval for resource containment.
