Documentation and library-test-only changes currently launch the optional MatX, PyTorch, and RAPIDS builds. Add these consumers to the existing project graph and derive their existing enable flags from FULL_BUILD / LITE_BUILD.

Public header and downstream CMake entry-point changes select all three consumers. A consumer's own workflow or build scripts select that consumer; docs and other library-internal test changes skip these builds. Existing skip tags still apply. inspect_changes.py and the matrix builder are unchanged.

Fixes #7290.

Local validation:

  • All 34 change-detection fixtures pass, including six CMake cases that fail on the previous PR head and a suffix near-miss guard.
  • The actual flag-export Bash passes 374 case/skip-tag scenarios.
  • Main-matrix behavior is unchanged for the 27 existing cases and near-miss guard. The six CMake cases intentionally propagate like the corresponding public-header cases.
  • Scoped pinned pre-commit checks and git diff --check pass.

The earlier successful native NVIDIA run covered dbe9e3ec, before these review changes. The new head needs maintainer authorization for native CI; actual third-party builds were not run locally.

AI assistance: this update and its local validation were prepared with OpenAI Codex.

📝 Summary

Summary by CodeRabbit

  • CI Improvements

    • CI now selects full or lightweight validation based on the projects and files changed, including changes to CMake integration, workflows, and third-party build scripts.
    • Updates affecting MatX, PyTorch, or RAPIDS now trigger the appropriate validation jobs.
    • Skip settings continue to be respected, including when the main test matrix is disabled.
  • Tests

    • Expanded change-detection coverage for public headers, build configuration, ignored files, and third-party project updates.

The change inspector now classifies third-party build inputs and public-library CMake files. The pull-request workflow uses detected projects, along with existing skip checks, to set MatX, PyTorch, and RAPIDS build flags.

Changes: Third-party CI change detection

Layer / File(s) Summary
Project classification and inspection fixtures
ci/project_files_and_dependencies.yaml, ci/test/inspect_changes/*
Project matching includes third-party workflows and CI paths, public-library CMake files, and lite dependencies. Fixtures cover these paths, ignored files, and full and lite build outputs.
Workflow build gates
.github/workflows/ci-workflow-pull-request.yml
Change inspection runs before workflow flag export, including when [skip-matrix] applies. MatX, PyTorch, and RAPIDS flags now require the matching detected project and existing skip checks.

I'm not sure this is the right approach.

We already have separate knobs to enable building each optional project, steps.export-flags.outputs.matx_enabled, steps.export-flags.outputs.rapids_enabled, etc. We should hook into that instead of inventing a new bespoke path.

Updated in 1ddb3bd to feed change detection into the existing export-flags step. The optional jobs now use matx_enabled, rapids_enabled, and pytorch_enabled; the separate third_party_changes job output and downstream conditions have been removed. The existing skip tags still apply. Ready for another look.

Preserve upstream cuda_coop_python and license routing while regenerating the fixture expectations for third-party consumers.

Merged current main (c7943653) in dbe9e3ec0fa0080239f47776cd31888229a2f434 and resolved the fixture conflicts. The updated expectations preserve upstream cuda_coop_python and license routing alongside the third-party consumers. inspect_changes.py remains unchanged, and selection still uses the existing FULL/LITE outputs and enable flags.

Local validation passes all 27 change-detection fixtures, 297 actual flag/skip-tag scenarios, 27 controlled main-matrix comparisons, and scoped pre-commit checks including actionlint. The PR description has the current results and limits.

The NVIDIA and actual third-party builds still need maintainer authorization for this new SHA through copy-pr-bot. Could a maintainer re-review the updated head and authorize CI when appropriate?

The native NVIDIA CI run has completed successfully for dbe9e3ec0fa0080239f47776cd31888229a2f434; the result bot reports 567/567 jobs passed. Secret Scan also passed, and the complete current-head check rollup has no failed or pending checks.

@Jacobfaib, could you take another look now that native CI is green? The requested change-detection approach remains addressed: the existing FULL/LITE outputs drive the existing enable flags, with inspect_changes.py unchanged. The corresponding discussion is resolved. Thank you for the CI authorization and review.

Cover each public CMake entry path independently and keep internal-only coverage on an actual test file. Remove the unnecessary documentation and configuration commentary requested in review.

important: End-anchor the third-party workflow selectors.

The three workflow regexes stop at .yml without $. A changed file such as .github/workflows/build-matx.yml.bak will match the MatX selector and enable an unnecessary third-party build. Add $ to the MatX, PyTorch, and RAPIDS workflow patterns to prevent false-positive CI jobs.

AI failure analysis

1. Windows cuda.compute py3.14t job cancelled after six hours · 1 job

Explanation: The workflow verifier failed because the CTK 12.9/MSVC/Python 3.14t cuda.compute job was cancelled after approximately six hours and never uploaded its success artifact. GitHub provided no dedicated log for the cancelled job, so the evidence does not identify which pytest phase or test hung; the PR changes CI selection logic rather than cuda.compute implementation or tests.

Investigate the Windows CTK 12.9, MSVC 14.44, free-threaded Python 3.14t cuda.compute lane that was cancelled after roughly six hours. First rerun or reproduce the exact lane narrowly using the generated matrix command or `ci/windows/test_cuda_compute_python.ps1 -py-version 3.14t` in the matching Windows devcontainer with an L4 GPU. Add temporary phase timestamps or otherwise capture which invocation in `ci/windows/run_compute_tests.ps1` stalls: the normal suite, large tests, free-threading tests, pytest-run-parallel sweep, or bfloat16 tests. Compare with the successful CTK 12.0, 13.0, and 13.4 sibling lanes. If it is an isolated runner or Docker hang, confirm with a clean rerun and avoid unrelated code changes; if reproducible, fix the underlying deadlock or unbounded wait and add focused timeout/diagnostic coverage where appropriate. Validate the exact failing lane and at least one neighboring Windows Python 3.14t lane.
