Manual Generate AI Summary #294

Currently on the Wishlists Tab for staff accounts, an AI summary automatically starts running upon page load. We want to avoid this, as many user loading the page many times can cause use to hit the API rate limits.

Create a toggle button that will display the summary box and call the API. The summary should not be generated and no API calls should be made unless that button is pressed.

Place the toggle button next to the filter button, and use the same style as the "Suggest Allocations" button from the Unallocated items tab.
