Prepare azd core 1.35.1 release

Summary

This PR prepares azd core 1.35.1 for release on 2026-10-07. The changes since 1.35.0 are bug fixes, so this uses a patch version rather than the unreleased 1.36.0-beta.1 placeholder.

The CLI and extension SDK versions both become 1.35.1. The dated changelog replaces the unreleased placeholder and includes nine entries from six core PRs, without empty categories or changes to extension release files.

Release scope

The release notes cover explicit extension version pins, persistent file-source locations, SDK file-reference validation, dependency scope isolation, extension auto-install output formatting, environment access after initialization, extension process exit codes, duplicate progress output, and authentication cache cleanup.

The Foundry file-reference correction ships in SDK source. Existing extension binaries must consume the updated SDK and be rebuilt before that correction changes their runtime behavior. The authentication entry describes cache cleanup only. #10309 remains open because the reported expired-token error has not been traced to these cache entries.

The audit starts after the 1.35.0 changelog commit 170ebb858071da353cc9bf8657a377bff268ba36 and ends at upstream main aebc1915a8693b559464532102a793597c78d212. All 25 commits have a disposition. None of the included PRs or their linked issue numbers appears in a prior release entry.

Testing

The repository release-readiness check failed on the original unreleased metadata and passes with the dated 1.35.1 entry and matching CLI and SDK versions. Changelog spelling, Go formatting, whitespace checks, SDK package tests, and Go modernization checks passed.
